The number of gardeners and their hours; the supervisor's visit frequency; what inputs are included (manure, pesticides, seasonal flowers, replacement plants); the reporting format; and the response time for complaints.
Part 2
How to measure the vendor
Ask for a monthly report with photographs of each area, a list of work done and a plan for the next month. Walk the grounds with the supervisor once a quarter against that report.
Part 3
Statutory compliance
Gardeners deployed on your site should be on the vendor's payroll with statutory benefits. Ask for proof of registration and monthly compliance, so the liability does not fall on you as the principal employer.
